Leader 21b7d2e1, ruling (p): r273's harness block. Stacked on #42 (branch off its head ae79007, itself on #41); merging this lands #41 and #42 with it.

r273 (results/rounds/r273.md) read GATE: block — stock-seat-handoff/claude-stock-tui (fail). The successor 71b10729 put handoff-from with its quotes inside the value. Its card reads handoff-from: "\"[[7a4e415c]]\"". The daemon reads that edge (handoff_forward.go indexHandoffEdges: every [0-9A-Za-z]+ token of the value). 66's grep handoff-from: *"\?\[\[<pred>\]\] did not.

hand_edge <agents dir> <pred> (lib/acts.sh) reads the edge the daemon's way, no wider: a card at agents/<x>/<x>.md, its frontmatter handoff-from value as spelled with list lines included, names <pred> when one of its tokens is <pred>; a card's own id never counts.
66 reads $SR_ZT2/agents with it (the harness reads zt2's root directly, as 48 and 67 do).

Gate (~/.local/share/ucc/work/9c8c5bb3/edge-test/{test.sh,test.out} on devstation): 13 of 13.

r273's root copy finds 71b10729.md; the old reader found none.
r272's root copy finds 74e971dd.md, as the old reader did.
Mutations of r273's root:
- Found: block list, flow list, [[agents/x/x]], bare [[x]].
- None: no edge, the edge in the body only, a longer token, another seat, a card not at its agent home, the predecessor's own card naming itself, the next key naming the predecessor.
- The old reader matched the body-only line and the own-card cases.

hand_edge (lib/acts.sh): a card at agents/<x>/<x>.md whose frontmatter
handoff-from value, as spelled, list lines included, carries the
predecessor's id as one of its [0-9A-Za-z]+ tokens; a card's own id never
counts (ccc-statusd handoff_forward.go indexHandoffEdges). r273's successor
put the value with its quotes inside, an edge the daemon reads; the old
grep for [[<pred>]] after an optional quote missed it, and matched a body
line or a card naming itself (results/rounds/r273.md).
