contract-diff in the frozen lane's red now gets --locks over the consumers' CONTRACTS.md (bin/ci/consumers, fetched with the clone PAT). Fence F4 runs it the same way over a scratch consumer and asserts the consumer is named. bin/test/fence on workstation-nyc-2 (mrd 1.2.0 b77ad48c): F1–F8 PASS.

The frozen lane's red ran contract-diff without --locks, so it listed no
consumers (final review finding 23, U2's 'CI red with the wrapper's output').
bin/ci/consumer-locks fetches each consumer's CONTRACTS.md (bin/ci/consumers)
with the clone PAT; the lane passes them as --locks. Fence F4 runs
contract-diff the same way over a scratch consumer, made before F4 now, and
asserts the consumer is named.
