Adds ucc usage-console deploy [...]: runs $UCC_HOME/bin/skills-bin/usage-console-deploy (the ccc-pages skill's one-click AI usage console deploy) by its path; absent → exit 2 naming the release to update to; other subcommands → usage. Header and UPDATE.md § what runs say so. Hosts follow release, so this reaches them with the next release (U10), whose CHANGELOG entry records it. Sandbox transcript: home-wiki-sessions 03-15-ai-usage-console results/build/u9/ucc-arm-sandbox.txt.
